Recognizing the position of woman as a chief factor in all political and social problems, and the necessity to their happiest solution of her most healthful status , especial regard has been had to the consideration of employments, which, from their character, might be presumed to affect deleteriously the female operative, and more especially the establishment and normal course of her peculiar sexual functions.
