Therefore the harmony between the policy of Russia and the United States; it suits them both to see the European States embroiled in difficulties with each other. Lord Palmer­ston's Policy serves them both to their hearts desire, by the antipathies he raises in all parts of the Continent against Eng­land. The political instinct of Russia and America makes them both well aware that the disharmony of the European nations will gradually weaken them all to such an extent, that their rich spoil will sooner or later become a prey to be divided among those two aspiring States.

The construction of the Suez Canal, in the way we pro­posed it, as an European work, would maintain Europe in its present commercial position, giving the same time a proof that the European nations are aware of the solidarity existing between them for the maintenance of their reciprocal position and of their legitimate influence in the general system of European politics, trade and civilization.

Money is abundant everywhere, if no new political storms make their appearance; perhaps the time is not distant when our Suez Canal affair can be taken up again.

What do you think of it? will you just speak to Mr. Stephenson on the subject and occasionally let me know his views.
